CEO’s opening remarks
Baizhan Kanafin emphasized that the purpose of the press conference was to openly discuss the situation and explain both the industry and legal context:
“We invited you today to openly discuss the situation around Documentolog in light of the recent APDC publication. My role is to provide a general understanding of the electronic document management (EDM) industry, to explain Documentolog’s role in its development, and to clarify what the real subject of competitors’ claims and the APDC’s position is. After me, my colleagues — the lawyers — will provide legal analysis and explain why the APDC’s actions are unlawful and, in fact, protect the interests of competitors rather than competition itself.”
EDM industry: open and competitive
• EDM is not a licensed activity in Kazakhstan; any company may provide such services without special approvals.
• Over 100 companies operate in this sector, including more than 60 international players.
• Documentolog competes on equal market terms and does not hold any monopolistic privileges.
Documentolog: 17 years of innovation
• Founded in 2007, Documentolog has invested over 6 billion tenge in its own developments.
• Today, more than 200 professionals are employed, and over 130,000 organizations use Documentolog solutions.
• In 2025, the company donated 120,000 licenses worth over 10 billion tenge to the state, strengthening Kazakhstan’s digital sovereignty.
Key innovation: Kazakhstan Center of Electronic Document Exchange (KCEDX)
• Developed in 2014 as a private innovation, fully funded by Documentolog.
• First platform to connect businesses for direct electronic exchange of documents.
• Integrated with the state’s Unified System of EDM in 2018, enabling full digital interaction between business and government.
• Played a critical role during the COVID-19 pandemic.
Legal position
According to the lawyers:
• Accusations of “blocking documents” between 2021–2024 are legally baseless, as regulation only came into force on 7 January 2025.
• Demands for free access to KCEDX undermine the principle of contractual freedom (Art. 380 of the Civil Code of Kazakhstan) and discourage investment and innovation.
Conclusion
The press conference served as a platform for open dialogue. Documentolog reaffirmed its commitment to honest competition and to further investment in Kazakhstan’s digital future.
“EDM is the only IT sector where Kazakhstan has its own industrial solution. Documentolog has invested years of work and billions of tenge into its development. We are confident our actions are fully compliant with the law, and we are ready to prove it in the open legal field,” — concluded Baizhan Kanafin.
