In 2015, the Government of the Russian Federation issued Resolution No. 1236, which prohibited all state and quasi-state companies from purchasing software from foreign countries. Only software that was included in the Russian registry of trusted software was allowed to be purchased.
This resolution seriously violated the principles of the Eurasian Union's creation, creating barriers for IT solutions from Kazakhstan and Belarus to operate in the Russian market.
In 2019, a new version of this resolution was adopted, which established the Eurasian registry for the countries of the Eurasian Union. The powers of the solutions from this registry are analogous to the Russian registry, with the only difference being that it is not mandatory for the software owner to be 51% a Russian citizen. It is sufficient for them to be a citizen of the EAEU countries. All procedures for checking the information security of the source code remain the same.
Thus, Documentolog EDS was the first from Kazakhstan to be included in the Eurasian Software Registry and gained the opportunity to participate in procurement for the state and municipal needs of the Russian Federation.
Interview with the Minister of Digital Development, Communications and Mass Media of the Russian Federation about the Registries: "The inclusion of software development companies from EAEU member countries in the new registry allows them to participate in Russian government procurements under the same conditions provided to Russian companies. Developers included in the registry have preferences in competitions conducted with the participation of state-owned companies and companies with state shares."
