How is artificial intelligence (AI) used by companies in Kazakhstan today? What barriers hinder its implementation? And what will be the priority in the coming years? We share key findings from a survey conducted among the businesses of Kazakhstan.

Documentolog, in collaboration with K-Tech 2025, conducted a survey among small, medium, and large businesses in Kazakhstan. A total of 72 respondents participated — primarily top management (48%) and IT specialists (19%) from medium and large enterprises. This makes the results particularly representative, as the responses came from decision-makers who define strategic directions.
More than half (55.5%) of companies view AI primarily as a support tool for process optimization and cost reduction. Only 11% of respondents already have a clear strategy for implementing generative AI and cognitive solutions.
The top priority areas for AI application are:
Optimization of internal processes and cost reduction – 68%
Improved business analytics and decision-making – 58%
Automation of customer interaction – 40%
Enhanced security and fraud prevention – 25%
Creating new products or business models with AI is not yet a mainstream priority.
The biggest obstacle to scaling AI initiatives is the shortage of qualified personnel (57%). Other significant challenges include:
Low maturity in data management processes – 35%
High implementation costs – 35%
Insufficient support for AI initiatives at the executive level – 29%
Technical difficulties, such as legacy IT systems and poor data quality – 20%
Respondents also noted the absence of a clear legal and regulatory framework in Kazakhstan as a factor contributing to uncertainty.
Nearly one-third of companies do not yet use formalized metrics to evaluate AI initiatives. Where metrics are in place, the focus is primarily on financial and operational outcomes.
Among those already measuring results, the most common metrics are:
Reduction of operational costs
ROI of automation
Revenue growth and improved customer experience
This indicates that most AI projects are still in the early stages of maturity.
62% of respondents reported that their companies do not have a dedicated AI budget — instead, AI spending is embedded within general IT expenses or automation projects.
Only 3% of companies allocate 10–20% of their IT budget specifically for AI, a figure characteristic of more mature digital transformation strategies.
AI in Kazakhstan is still mainly used as a tool for optimization, rather than as a driver of business transformation or new product development.
The main barriers are:
A shortage of specialists
Low data maturity
Unclear budgeting
Success metrics are just beginning to form, and dedicated AI funding is still rare.
However, a positive trend is emerging: more than one-third of companies are approaching AI strategically and laying the groundwork for a future digital landscape.
