Correspondence of the non-governmental sector with state authorities of the Republic of Kazakhstan is now available in electronic form

Non-governmental organizations are connected to the interagency document management of state authorities

JSC «National Information Technologies» together with LLP «Documentolog», with the support of the Ministry of Digital Development, Innovations and Aerospace Industry of the Republic of Kazakhstan, announces the connection of the non-governmental sector to the Unified System of Electronic Document Management of state authorities of the Republic of Kazakhstan through the External Gateway of «Electronic Government».

We also inform about the integration of the gateway «Kazakhstan Center for Electronic Document Exchange DOC24» with the Unified System of Electronic Document Management of state authorities of the Republic of Kazakhstan (USEDM).

After successful integration, three subordinate organizations of the Ministry of Digital Development, Innovations and Aerospace Industry of the Republic of Kazakhstan were the first to connect to interagency correspondence: JSC «National Information Technologies», JSC «NIT», and NAO «Government for Citizens».

The goals of the integration of systems are:

- reduction of paper document flow,

- savings of budget funds on postal expenses,

- increasing the efficiency and transparency of document management processes,

- preparation, registration, storage, archiving, and searching of electronic documents at the departmental level,

- routing at the interagency level,

- reduction of document delivery time.

Aset Turyssov, Chairman of the Board of JSC «NIT»: «I would like to note that the integration of electronic document management systems with the USEDM is carried out in accordance with the «Interaction Scheme of Informatization Objects through the External Gateway of the «Electronic Government».

JSC «NIT» has been using the electronic document management system since 2012. As part of the pilot project, the 100% transition to electronic correspondence allowed JSC «NIT» to save an average of more than 1.4 million tenge monthly on postal expenses. Currently, participants in the interagency state electronic document management system include 74 central state authorities and their Committees, 1609 territorial state authorities, and 2,370 state institutions of the Ministry of Digital Development, Innovations and Aerospace Industry.

Baizhan Kanafin, General Director of LLP «Documentolog»: «We have worked on the certification of the DOC24 gateway for information security, so those wishing to join the official electronic correspondence do not need to undergo information security certification in the Republic of Kazakhstan; we carry out all necessary work ourselves. At the same time, a regulation was developed for connecting to the USEDM through the DOC24 gateway, according to which a company using the Documentolog system can connect to correspondence with the USEDM within a few days. According to the regulation, an official application is sent to the Ministry of Digital Development, Innovations and Aerospace Industry with an open key of the digital signature, which is then used for encryption and entry into the counterparty directory.
